MOTAC steps up crackdown on illegal tourism activities ahead of VMY 2026

The Ministry of Tourism, Arts and Culture (MOTAC) will intensify enforcement against unlicensed tourism-related activities that are increasingly disrupting the country’s tourism ecosystem, its minister Datuk Seri Tiong King Sing said.

He stressed that illegal operations including unregistered tour operators, non-compliant short-term accommodation providers and other rule-breaking practices not only harm legitimate industry players but also reduce government revenue.

According to Tiong, concerns over unlicensed activities were among the most frequently raised issues during recent engagement sessions between the ministry and industry stakeholders.

“Enforcement efforts must prioritise illegal and harmful practices rather than penalising licensed operators who have complied with regulations and borne significant compliance costs,” he said in a statement.

He added that MOTAC is committed to strengthening enforcement in a more balanced and equitable manner, while expediting legislative amendments and policy improvements to ensure a more structured and sustainable tourism landscape in preparation for Visit Malaysia 2026.

Beyond enforcement issues, Tiong noted that stakeholders had also called for clearer tourism policies and strategies to diversify source markets, warning against overdependence on a limited number of countries for tourist arrivals.

He said industry players had also urged the government to step up targeted promotion of new tourism products to remain competitive and relevant to evolving travel trends.

In addition, concerns were raised regarding tourism transportation services, excursion vehicles, drivers and tour guides, particularly over inconsistent enforcement practices and the emergence of unfair competition from digital platforms.

Tiong emphasised that the welfare of industry players affected by such imbalances must be addressed to safeguard business continuity and maintain service quality for visitors.

He said the ministry would continue engaging stakeholders and addressing industry challenges in stages through ongoing consultations with relevant parties.
